Cloak of Gnome Cunning
This short, grey +1 Cloak of Protection has numerous inside pockets, each of which acts in a similar way to a small Bag of Holding. Weapons and items can be stowed in the pockets and easily retrieved by the wearer, whilst remaining hidden from casual observers.
The cloak also allows the wearer to Fade Away, as the feat. Immediately after taking damage, the wearer can use a reaction to magically become invisible until the end of their next turn or until they attack, deal damage, or force someone to make a saving throw. Once this property has been used, it cannot be used again until the next dawn.

Tone: cool - but you have to think up a name for it before you can get it!
Dave: are you really asking for both of those?
Steve: that looks cool... - but you do realise what would happen if you got into a bag of holding whilst wearing it?
Jonny: looks very tasty... - but it doesn't say how many charges it has, how much each ability costs in terms of charges or how it recharges... - I need you to make me a serious offer on costs / charges / recharging

Yes, but apart from that, it would be fine.

Flicker This +1 arrow exists partially in the Material Plane and the Etheral Plane. Flicker deals force damage instead of piercing damage and requires attunment. When used to make a ranged attack, Flicker teleports through the Etheral plane back to the attuned creatures hand. Richocet When an attack made with Flicker hits its target, as a reaction, you may have the arrow pass through the Etheral Plane and strike, level divided by two rounded up, levels of creatures, minimum three, other target creatures within 10 feet of the target before them, before returning back to your hand. Once used, Richocet can't be used again until after a long rest. Etherstep As an action, Flicker can be fired at a target and you teleport through the etheral plane to a spot within 10 feet of the arrow and each creature you choose within 30 feet of you teleports to a spot you choose within 30 feet of you. Once used, Etherstep can't be used again until after a long rest. Notes: Damage: Force, Replace Damage Type: Force, Ammunition. Whenever Flicker or creatures affected by it teleport, they are briefly surrounded by a silvery mist, as in the spell Misty Step. (It looks a lot like Nightcrawler.) Etherstep is a combination of Pass Without Trace and Teleport.
Some of the wording needs a tweak for clarification, but this is good.
