You begin on board a prison station. You have been convicted of a crime of your own choosing. You may or may not be guilty of this crime. You don't have to tell the other players but I would like to know. Your character has an association with the world of Jarl, which has relatively recently (about 20 years ago) been discovered and colonised. You may have been born there or spent a few years there.
You can choose any of the 7 races and you could be an android if you wish as they are citizens of the Empyrean and, following the Android Rights Act of 2327, can be convicted of crimes. In some cases it is determined that criminals are subject to a memory wipe of their crimes, to ensure they do not re-offend. It is up to you if this happened to your character or not (although you might not remember if it did).
You don't have any starting equipment (and I'm not giving you the mod bonus for this, sorry). You have been in your cell for at least a week, possibly a lot longer.
If you have any ideas for character background stuff that I can weave in to the plot then please let me know (privately if you like).

So - how similar is the current world of Jarl to the one from our old adventures? - it was colonised 20 years ago - but what about all the fantasy races that lived there and all of the monsters? - are they all still there? - or is our 20 years ago many years in the future of the Jarl we knew when we played there last and all of the weird races and monsters have died out?
And is there any way I could have smuggled a lockpick into the cell with me? - or is it Absolutely No Starting Equipment At All Goddamn It.

Good question. Well, the idea is that 20 years have passed since the events of the last campaign. You broke the repeating circle of time and so things will continue from the point at which you left. So all the races and monsters will still be there apart from the ones that have been exterminated by the colonists. Many of them may have gone underground or to remote places. And is there any way I could have smuggled a lockpick into the cell with me? - or is it Absolutely No Starting Equipment At All Goddamn It. If it was YOU putting someone in prison, would you let them get away with smuggling a lock pick in? Or would you have some kind of futuristic scanner type thing that meant that there was no way anyone could get away with that?

Well... - it depends... - on how much I was expecting them to secrete a lockpick made of a substance that would not show up on scanners (say, plastic) in a place they were not likely to look... - but no worries: I'll go with the flow: more interesting that way!
And a more philosophical point: to me our characters are already (somewhat) established in their careers... - but that'd imply starting at higher level than 1... - and if we start a level 1 then we're not actually established, at least in terms of character progression....
But as the intent is clearly to be starting at level 1 grunts I can handle the cognitive dissonance of being a bounty hunter that is nevertheless still at level 1... - as I say: that's the way the game is being set-up - but do you know what I mean?

Right then: backstory for me: apprentice bounty hunter setting off on his first solo mission: a big score, but one that would take a lot of ground work, insinuating myself into this backwater society called Jarl. What they didn't tell me was that this shithole of a planet had native psions with some very unusual characteristics and some beasts with even weirder capabilities.
Six months of skulking, information gathering, bribing and preparation all shot to hell when this bloody thing called a "werewolf" comes charging in and proves immune to anything but silver of all things. Then getting framed for the exact same crimes my bounty was guilty of and they ship me off to this sodding prison ship.
When I get out of here I'm getting drunk, getting laid, getting silver bullets and going off to kill a specific lycanthrope of my acquaintance - and also claim that fat bounty.

Yes, this is a very good point actually. I can't see a way round it though. Anything I gave you would just result in you gloating for ever about 'that time you blagged more levels out of the GM'.

Yes: bog standard human... But perhaps with the maximum 4 extra points in various mutations and fun stuff...
And I never mentioned the specific crime I was framed for that my bounty was guilty of: let's say something with lots of roleplay potential... - plotting a revolution!

More background story:
"And the dragons! - don't get me started on those bastards! - I wouldn't want to take one on without a space-capable fighter with damn good armour and shields and top-of-the-line air-to-air photon missiles!
The colonists were calling in air-strikes left right and center in the first days, but since then it's got a lot calmer. Trouble is, an intelligence analysis by the Navy and the Polizi found a lot less bodies of the dragons than could be accounted for. That is to say - we witnessed 37 fighting in one particular battle, and after it we found only 13 bodies. And hiding something as big as a 150 meter long flying lizard is not easy..."

I'm thinking perhaps a bit of "information gathering" or "investigation" in there too...
And I have this pre-defined idea of the skills that a bounty-hunter should have... and I also know that the development as they level up will totally ignore that and go for whatever contributes towards our short-term survival!
