My impression is that the alien invasion happened too quickly for any human government to do this experimentation (subject to Andy hand waving it and saying this is all fine of course!) - but I do remember from the game we played last time that the aliens themselves experimented with humans, and used them to create drone soldiers. (be prepared to Not Know This In Character if I am conveying out of character knowledge) - all of which means that if you just tweaked the background to make it the aliens that experimented on you and then you escaped, it would fit right in I think.
Or of course the aliens could have been visiting for years to scout out the planet and we caught one and experimented that way - just like Independence Day...

Kris, basic concept is fine. The Fins (first aliens) are like a cross between a croc and a shark, on steroids, with military training. Alternatively there were three major alien invasions of earth which the supers managed to fight off, so you could be based off the DNA of one of those (and make up the type of alien the DNA came from if you feel so inclined).
Having to "Introduce human organic matter" on a regular basis sounds like a valid hindrance to me, the details on scale of which we can work out.
You can go down the changing form route if you want, One of the options with the Gimmick, Major Hindrance is to have a human form and superpowered form, which is very jeckell & hyde/ hulk.
Or if you want to have a single form at war with its two sets of DNA then figure out how they affect one another, if its classic The Fly then you probably want to look at Ugly or Distinctive Appearance Hindrances, but it could easily go the other way and the alien form could give you unearthly beauty - Attractive/ Very Attractive Edges, or it might not be obvious to look at you. Questions you probably want to figure out: Who were you before the experiment? What was the alien the DNA came from like? How did the two mix? You might need to eat people to remain human, but it might be the human part that causes you to target people who look like your ex-wife or the kids who tormented you at high school. :-)
The idea sounds fine to me, I like the must eat people to remain human Hindrance, you just need to decide what kind of powers the DNA gives you and how they manifest.

I've been looking at the rules again, and the devices rules are very interesting... - each device gives you a 1 point discount on the powers in it - and so if you have a lot of different powers each one in a different item then you can get a lot of discounts.... - of course the downside is that they are items and can get stolen or destroyed, but when has that ever stopped a power mad gamer?!
So - as long as Andy is cool with my bloke having quite a lot of weird devices about his person I shall redo him.

You can put stuff in devices, and the discount is per 5 points of that power so if you have a ring that allows you to do 9 points of ranged attack it is reduced to 7 point.
But as you are aware devices can be lost, stolen, removed and in extreme cases destroyed. It that happens you dont get the points back they are gone. I would generally recommend having your core powers inherent and only putting extra powers into devices if its about discounts and your concept isnt built around you being a gadget bunny, but its up to you mate.

When are you planning on running this? Edit: Ideally I'd like to run my own game at some point, maybe start my own table as the club seems perpetually short of DMs. However I keep procrastinating and changing my mind on what I want to run. I'm quite familiar and fond of Savage Worlds, so if the table is not too big, and you're running this in the near future I'd love to jump on board so I can actually do some gaming again whilst I'm waiting to get my act together. However if the table has grown too big again, I genuinely won't be offended if you prefer I didn't join. - Other Andy

I think that at the moment it is the ideal moment for you to return: we are comparatively low on numbers and you could play Necessary Evil whilst deciding what to GM next...

I think Steve said we probably have 4 or 5 games of d&d left, depending on how much we faf around.
After that we are planning on doing some NE, I think we are running at around 6-7 players on the table so re joining shouldn't be an issue.

Seeing as how we are going to be playing villains, who - in-character at least - would stab each other up for the slightest advantage, I'm not going to be sharing my character sheet around quite so freely as I would in other games... - can't let you other villains see what all my lovely devices do!
