I have an idea in mind for a homebrew setting... - and I am looking around for a system...
What would people recommend for a mash-up steampunk airships and magic setting? - in summary - it's set in the clouds of a gas giant: people live in cities consisting of linked bubble creatures, and use as ships various animals: manta ray style ones, and also "voidshark" ones and so on.
Mages would be insanely useful - as it is only through magic that the various animals used as airships can be controlled.
There would be very little metal - armour and tools being made from hide, bones and horns of various animals.
As I am typing I keep thinking that Savage Worlds would be best... - anyone got any other recommendations?

There's Sundered Skies (a savage worlds setting) ...but that's more floating islands and flying 'sailing' ships if I remember correctly.

Clockwork dreams is the Savage Suz setting that mixes fey and steampunk, it isnt a perfect fit for what you describe but I think any system you use will require some tweeking to fit.
Edit: Fair warning it is one I worked on so I might be biased, also I get a (tiny) cut of money from its sales so am also certainly biased :-p
